3271: <SG2> Is the 11" x 24" footprint measured relative to the Robot or the Field when the Robot tilts?

<SG2> states: "Once the Match begins, Robots may expand horizontally up to a length of 24". The Robot can never be larger than 11"x24" at any point during the Match (must fit within an 11"x24" rectangular horizontal footprint)."

Previous seasons sometimes stated how this measurement is oriented:

Full Volume <SG2>: "This horizontal measurement is made relative to the Robot's starting orientation," not absolutely horizontal relative to the Floor.

Level Up <SG2> does not include a similar note.

Scenario: a Robot measures under 24" through its full range of motion when flat on the Floor. While raising its arm to score, the Robot tilts backward so that its projection onto the Floor exceeds 24", but no dimension measured along the Robot's own frame exceeds 24".

Is this Robot in Violation of <SG2>? It seem like Flop would fail inspection if so

The horizontal footprint is established according to the base of the Robot in its starting orientation (flat on the Floor), and it rotates/reorients with the base of the Robot. If the base of the Robot tilts, like when driving over obstacles, the horizontal footprint tilts with it (i.e., the horizontal footprint is not always parallel to the Floor).
