3206: Clarification of Rule <R19d>
Hey-
<R19> states that d. An unlimited amount of non-elastic rope/string, no thicker than 1/4” (6.35mm).
What defines non-elastic? Does string/rope that is inadvertently slightly elastic/stretchable to a negligible extent count as elastic, when the main purpose of the string/rope is not to take advantage of its elasticity?

We encourage Teams, referees, and inspectors to rely on <G3> when determining whether rope/string is elastic or non-elastic.
If pulling on a taut rope/string results in negligible or no discernible stretching, then the rope/string should be considered non-elastic. If pulling on it results in obvious stretching (like with a bungee cord, rubber band, etc.), then it should be considered elastic. The use case is irrelevant.
