3218: Clarification on legality of off the shelf Timing Belts as a stand-in for Discontinued VEXPro Parts

The now discontinued VEXPro line had timing belts as products (ex: 217-8269), and to my understanding of VUR2's red box I am able to buy an off-the-shelf stand in as they are no longer sold, Timing belts come in all different sizes so what counts as a valid stand in to use because per VUR5 Timing belts are non-legal raw stock. So my question is where is the line of what constitutes a valid replacement? Do I have to buy the same width (9mm) and lengths sold by Vex Pro, or just the width as you can join multiple Vex Pro Belts together to get longer lengths, or is any length and width legal as you could cut the timing belt down width wise to get a slimmer belt
