In Rule <T14>, it states that any event with less than 32 teams may run with less than 16 alliances. Does this mean that any tournament with 32 or more teams must have 16 elimination alliances? Additionally, the RECF Qualification Criteria, which this question refers to, states that "Tournaments with thirty-two (32) or more teams will have sixteen (16) alliances in the Elimination Rounds."

Correct! T14 works in conjunction with the VRC Qualifying Criteria document, which includes the quote that you provided, which states that Tournaments with 32 or more teams will have 16 alliances.
