In Rule <T14>, it states that any event with less than 32 teams may run with less than 16 alliances. Does this mean that any tournament with 32 or more teams must have 16 elimination alliances? Additionally, the RECF Qualification Criteria, which this question refers to, states that "Tournaments with thirty-two (32) or more teams will have sixteen (16) alliances in the Elimination Rounds."
