Can a team that is not in the top 30% in qualifiying rounds and not in top 20% in Robot Skills win an Excellence Award?

Key Criteria in the Judge Guide :"Excellence Award candidates should: be ranked in the top 10 or top 30% of teams (whichever is larger) in qualifying rounds during the last round of qualification matches played; and be ranked in the top 5 or top 20% of teams (whichever is larger) in Robot Skills.
