Official Q&A: VRC 2019-2020: Tower Takeover

So I had an Event Partner ask me if a robot has to start in the 18X18X18 starting size because in in the RSC rules it never says they have to start in the 18X18X18. It does however say at the top "Please note that all rules from "The Game" section of the manual apply to the Robot Skills Challenge, unless otherwise specified. But if you look at the sizing rule G4 It says "At the beginning of a Match, each Robot must be smaller than a volume of 18X18X18. In the manual it only defines Match as "consists of an Autonomous Period followed by a Driver Controlled Period for a total time of two minutes(2:00)" It is not worded very well and I just want to get some clarification.
