Rule: definition of a pre-load is the cube is one per robot that is placed on the field such that it satisfies the condition of SG1 prior to the start of the match. SG1 states: Starting prior to each match the robot must be placed such that it is; A. contacting the field perimeter wall on the side that consides with their aliances goal zone and alliance station. B. contacting a foam field tile C. not contacting a tower D. not contacting another cube other than a pre-load. E. Contacting a pre-load. i. the pre-load must be contacting exactly one robot. ii. The pre-load must be fully within the field perameters. We think this allows a single robot to possess both pre-loads because the definition would be met for each pre-load based of SG1, i., ii.. Due to each pre-load touching only one robot.

Answered by Game Design Committee

Robots must begin the Match contacting exactly one Preload. No more, no less.
