We want to make a forklift mech to descore rings, if we did it on a full goal would that be illegal due to possession limits?

A Robot is only allowed to Possess two Rings at a time. If descoring with your Robot's mechanism results in Possession of more than two Rings at a time, which seems likely based on your description, your Robot would incur a <SG6> Violation for descoring a full Mobile Goal.
