<VUR9> states that Teams may use commercially available fastener hardware on their Robot. but also that
If the primary function of the part is not “fastening”, then <VUR5>, <VUR6>, and/or <VUR7> take precedence over this rule.
For the purposes of this rule is the "primary function" of a part determined by how and individual part is used on a Robot, or by a more general look at the intended use of a part?
As an example: Team RED1 purchases standoffs for use on their robot. On one part of the robot said standoffs are used to attach two plates together. However on another part of the same robot a standoff is used as a hex shaft on their intake mechanism.
Is the standoff used as a hex shaft on said robot legal as a fastener under <VUR9>, or does <VUR5> take precedence?
More broadly, is <VUR9> intended to regulate if a part is legal in general or is it intended to determine if a part is legal specifically for fastening specifically? If <VUR9> is only intended to regulate if a part is legally generally, does this same principle apply to <VUR8>, <VUR14>, and <VUR15>?

The primary function of a part should be determined by its actual use on the Robot.
Is the standoff used as a hex shaft on said robot legal as a fastener under VUR9, or does VUR5 take precedence?
Rule VUR4 will be revised in the next game manual update to specify that hexagonal and rounded hexagonal stock are legal Raw Stock for use on VURC Robots.
