Is it legal under the VEX Push Back competition rules to use the net material that was part of the VEX Over Under Field or Game Elements as a custom part (e.g., a basket or collector) on the Robot? Specifically, does this material qualify as a "non-VEX component" that is permitted under rules like ⟨R20⟩ or is it prohibited as a Field Element from a past game?

No. Field Elements from previous seasons are in most cases not considered legal for use in Robot construction, as described in clause K of rule <R19>. In cases where a Field Element includes some explicitly legal materials (e.g., screws, standoffs, nuts, or non-shattering plastic not larger than 4"x8"x0.070"), those legal portions CAN be detached and repurposed for use on competition Robots.
