2821: Time Outs: precedent from last season and scheduled breaks (GG7)

<GG7> states that teams "may request" one three-minute time out and spells out rules for when it can be used. Full text is here for reference (emphasis added):

Time Outs. Each Elimination Alliance gets one three-minute Time Out, which they may request during the Elimination Bracket. The Time Out will be served at the time of the Alliance’s next upcoming Match. Alliances must request their Time Out between Elimination Matches; they may not use their Time Out during a Match, for another Alliance’s Match, or after they have been eliminated. There are no Time Outs during the Qualification Match schedule.

During the 2024-2025 competition season, Q&A 2280 addressed whether Event Partners and Head Referees can decline a time out request "in the interest of time." In that case, the Game Design Committee said requests "should never be denied if the Alliance legitimately needs extra time."

I wish to clarify a few questions:

  1. Can Head Referees and EPs assume — in this narrow instance — that Q&A 2280's ruling persists for the 2025-2026 competition season?
  2. Some events schedule in an intentional five-minute or ten-minute break (for both alliances) between the semifinals and the finals regardless of whether any time outs have been called. Because both alliances were given more than the allotted time for a time out, is it reasonable for EPs to deny a time out to either alliance before Final Match 1 because they were given time that exceeds a time out period? (Assuming this is communicated effectively to teams ahead of time)
  3. In the interest of creating a Worlds-like atmosphere, some Signature Events create a "show" around the beginning of the Finals matches to (attempt to) mimic the Dome's excitement. Let's assume that show requires a fluid transition from team introductions to the start of the finals match. Out of a desire to improve the show's experience, is it a reasonable restriction for EPs to mandate that teams must call a time outs before the show begins? (Assuming this is communicated effectively to teams ahead of time).

  1. Yes, and our responses in that Q&A will appear as subclauses to rule <GG7> in today's game manual update.
  2. No. If it hasn't already been used, an Alliance's Time Out request should never be denied if the Alliance legitimately needs extra time. Event Partners should remember that the matches and teams ARE the show and the priority.
