2404: Regarding controversial judgement of VEX-IQ competition result
<R5><R5> For VEX-IQ competition， during the pre-competion robot check-up, the head referee did not find lubricating oil on the robot, however, the lubricating oil was found on the axle after the competition. How should the teams be penalized? Should both teams get DQ？ Thanks.<R5>
The penalty for Violation of a Robot rule--including clause C of rule <R5>, which prohibits grease or other lubricants/additives--depends on when the Violation is identified.
If a Violation of a Robot rule is identified during Robot inspection, that Robot cannot pass inspection or participate in Matches until the Violation is addressed and the Robot complies with all rules.
If a Violation of a Robot rule is identified before a Match, clauses D & E of rule <R3> specify that the Robot will be removed from the Field and cannot participate in Matches until the Robot can pass another inspection.
If a Violation of a Robot rule is identified during or immediately following a Match, per clause F of rule <R3> it should receive a Disqualification from that Match and cannot participate in Matches until the Robot can pass another inspection.
If a Violation of a Robot rule is identified after the conclusion of all Matches, the Event Partner or Head Referee should file a Code of Conduct report regarding the Violation. Per rule <R17>, "Teams who intentionally and/or knowingly circumvent or violate rules to gain an advantage over their fellow competitors are in violation of the spirit and ethos of the competition. Any Violation of this sort should be considered a violation of <G1> and/or the REC Foundation Code of Conduct."
