2938: License plate clarification

Rule <R6> requires that the two License Plates be mounted on opposing sides of the Robot, and clause B requires that the License Plates be "clearly visible at all times" and not easily obstructed by a Robot mechanism during standard Match play. License Plates can legally be mounted to the front and back of the Robot, but only if they meet the requirements of clause B in those locations.
