As per game rules book length of Robot on field can not be more than 20 inches when it is operated during compeition. My question is if robot length is never going to exceeed on field beyond limit, but if you expand all parts without turning on Robot it may exceed than allowed length. My question is as on the field and when Robot is turned on it never violates allowed dimensions, please confirm this is considered as Robot is compliant in terms of dimensions and not considered as violation ?

A Robot being capable of violating <SG2> does not mean it has violated <SG2>. A Robot can only violate <SG2> by exceeding the horizontal expansion limit during a Match.
