For the 2025–2026 VIQRC Mix & Match season, is it legal to mechanically abrade (sand or roughen) the surface of an official VEX IQ rubber traction-link pad to improve friction, or is any surface modification of this part considered an illegal modification?

The exceptions listed in <R19> are the only legal modifications of parts. Your suggested part modification is not included in that list of exceptions, and is therefore illegal.
