2968: When are minor Game Manual updates effective?

According to the Game Manual's Update section, the updates are effective 1 week after the release date. [Example Image] However, several of the Q&A answers state that "This (answer) is effective immediately" (or similar verbiage). How are we to know which Q&As effective and which are not, especially after a Game Manual update.

All Q&As on RobotEvents.com are effective immediately, as stated in the Updates section of the game manual.
