3268: Clarification on SC4 - Bean Bag Scoring on L1 Goal

9-Oct-2026

Per <SC4> , a Bean Bag is Scored in a Goal tier if it is solely supported by or contacting that Goal's plastic sheet.

Please clarify how <SC4> applies to the attached examples:

  1. If a Bean Bag is in the Floor Goal and, when viewed from above, a portion of the Bean Bag extends over the L1 Goal area, but the Bean Bag does not physically contact the L1 Goal sheet, is the Bean Bag considered Scored on L1?

  2. If a Bean Bag is on the Field tiles and, when viewed from above, a portion of the Bean Bag extends over the L1 Goal area, but the Bean Bag does not physically contact the L1 Goal sheet, is the Bean Bag considered Scored on L1?

  3. If a Bean Bag is on the Field tiles and does not physically contact the L1 Goal sheet in any way, is the Bean Bag considered Not Scored?

The attached photos illustrate examples of these scenarios.

  1. Extending over a Goal does not mean a Bean Bag is Scored on that Goal. If the Head Referee determines that Bean Bag #1 is not contacting the L1 Goal, it does not satisfy <SC4.b> and is not considered Scored on L1.
  2. Extending over a Goal does not mean a Bean Bag is Scored on that Goal. If the Head Referee determines that Bean Bag #2 is not contacting the L1 Goal, it does not satisfy <SC4.b> and is not considered Scored on L1.
  3. If the Head Referee determines that Bean Bag #3 is not contacting the L1 Goal, it does not satisfy <SC4.b> and is not considered Scored on L1.

Based on the included photos, a Head Referee might find it difficult to determine whether Bean Bag #1 and Bean Bag #2 are making contact with the L1 Goal. As mentioned in Q&A 3187, in scenarios where a Referee cannot sufficiently determine whether or not a Bean Bag is contacting a Goal, Teams should be given the benefit of the doubt (i.e., assume the Bean Bag is contacting the Goal).
