2650: VUR4 Raw Stock Clarification
<VUR4> States that fabricated parts must be purchased in one of the legal forms listed. Given this, would the materials in the following scenarios meet the definition of Raw Stock?
A. a team is given a piece of material that meets the definition of the forms listed in VUR4 by a sponsor, but the team never purchases the piece of material
B. a team finds a piece of material in a scrap bin at a machine shop at their university that falls under one of the forms listed in VUR4
C. a team finds a piece of material in a scrap bin that does not fall under one of the forms listed in VUR4, but was likely to have been originally purchased in one of those forms [EX: an aluminum block with one end cut at an odd angle]
Scenarios A & B: Rule VUR4 will be revised in the next game manual update to allow Teams to obtain Raw Stock through means other than purchase.
Scenario C could be legal if the material fits within a category listed in rule VUR4, although the Team will need to provide evidence that any significant modifications to the Raw Stock were designed and made by members of the Team as described in rule VUR7.
