2651: Definition Change of Additional Electronics in Vex U

This year the definition of Additional Electronics reads:
Additional Electronics - Any Sensor, processor, or other electronic component used in Robot construction, and connected to the V5 Robot Brain, that is not sold by VEX Robotics. Examples include commercially-available devices (e.g., Raspberry Pi) or custom devices designed and fabricated by the Team. See <VUR12> and <VUR13> for more details.
Previously the definition of Additional Electronics (as per the last few years of the game manual) has read as follows:
Additional Electronics - Any sensor, processor, or other electronic component used in Robot construction, and connected to the V5 Robot Brain, that is not sold by VEX Robotics. Examples could include commercially-available devices (e.g., Raspberry Pi) or custom devices designed and fabricated by the Team. See <VUR10> for more details.
The main change between the definitions is the removal of the word "could" when listing examples implying that the list is more explicit, does this now imply that custom devices have to be designed AND fabricated by the team (PCBs having to be made in-house) as opposed to being designed by the team and manufactured externally (in a similar style to send cut send) from suppliers like PCBWay?
