2856: VUR4: Threaded Rod

According to VUR4, internally threaded rod (hollow rod) is legal raw stock. Would an externally threaded rod be legal raw stock? We know threaded rod is a legal fastener according to VUR9, but we are wondering if it is legal for uses other than fastening, since internally threaded rods are legal as raw stock. (Just like tapped standoffs are legal raw stock for use other than fastening according to VUR4.)
- If internally threaded rod is a legal raw stock, is externally threaded rod also a legal raw stock?
